AEMA and Mission:data Release Policy Guidebook on Consumer Energy Data

WASHINGTON, D.C. (December 19, 2017) The Advanced Energy Management Alliance (AEMA) today released a joint report with Mission:data Coalition containing recommendations for policymakers who want to empower their consumers in energy decisions.

The guidebook sets forth ten key elements of any energy data sharing policy: 1) a common definition of energy data; 2) format and transmission protocol; 3) third part eligibility criteria; 4) binding terms of use; 5) clear authorization language; 6) streamlined customer experience and ease of use; 7) features of utility data-sharing platforms; 8) revocation process; 9) enforcement process against “bad actors”; and 10) quality of service and transparency.

“Consumers should be able to fully engage in our evolving energy system and benefit from having choices in how and when they use energy,” stated Katherine Hamilton, Executive Director of AEMA. “This reference will provide much-needed and tangible guidance to regulators trying to navigate this intersection of third party innovation, consumers, and utilities.”

In addition to recommendations, the guidebook provides a visual snapshot of states that have implemented data sharing policies for consumers.
